Guideline 11. Facilitating the registration process

The institution adopts appropriate measures to facilitate effective registration of difficult-to-cover groups.

  • Where a formal employer–employee relationship can be identified, employers should be obliged to automatically enrol eligible workers into the new programme – preferably through a single and integrated registration and declaration form that can be submitted online.
  • Where an employer–employee relationship does not exist, a simplified registration process should be carried out in collaboration with an external organization, such as the local government, or a trade union, cooperative or professional organization of difficult-to-cover groups, a religious body, the post office, a public bank, a social marketing agency or another partner organization based on individuals, families, administrative units or collective units. In such a case, robust processes must be in place to ensure the integrity of the process.
  • Where feasible, the institution should consider implementing an auto-enrolment system. In this case, an individual is, by default, enrolled in the programme.
  • Where feasible, the management should consider allowing for collective registration for specific groups, such as for certain workers from a region or professional group, through trade unions, professional societies or any other organizations that are deemed appropriate for carrying out such a task.
  • In rural, remote and sparsely populated areas, the management should consider implementing a mobile office network or leverage another government-operated network to help with social security registration and the collection of contributions.
  • For some industries, such as construction and mining, which tend to use a large number of international and domestic migrant workers, the institution should consider seeking government support to link business licences or operating permits with the obligation for employers to set aside an adequate percentage of the project cost or output value for social insurance affiliation, especially for employer-financed work injury insurance schemes.

  • The institution should collaborate with other social security institutions and relevant authorities, as well as various partner organizations, in registering difficult-to-cover groups (see Guideline 4, Leveraging partners in administering the scheme).
  • The institution should consider using incentives to increase the level of registration.
