  • Where a system of universal and responsive civil registration and vital statistics (CRVS) is not yet in place, especially in countries with a large number of unregistered births and undocumented workers, the board may, subject to specific mandates and national circumstances, put forward a proposal for the implementation of a CRVS system, which can lay a solid foundation for extending social security coverage to difficult-to-cover groups.
  • In countries where a CRVS system is not yet in place, a national platform (such as a social security card jointly developed by all existing social protection agencies) should be established to enable efficient coordination and collaboration among different social security institutions as well as between them and other relevant authorities (for identification, civil registration, tax collection, business registration, public security, etc.). Such an effort could allow the cross-referencing of the registrants’ relevant information and ensure that the data collected is accurate. In doing so, however, care should be exercised to share information with other institutions within the authorized parameters.
  • In countries where a CRVS system is in place but does not meet the needs of all social security programmes (e.g. in terms of data protection, coverage or accessibility), an alternative solution could be to establish an integrated social security and tax number system covering the whole population (through collaboration between social security and tax authorities). Such a card could be used as personal identification as well as to receive various services, including social protection and disaster relief, hence streamlining administrative procedures and improving integrity.

  • The management should examine the existing civil registration and vital statistics (CRVS) system and fully leverage any such system in extending coverage to difficult-to-cover groups.
  • If such a system is not available, the board should commission the management to collaborate with other social security institutions in establishing a joint identification system.
  • Subject to national circumstances, the board may call for the government to implement a universal national CRVS system.
  • The management should collaborate with other social security institutions as well as with the relevant authorities and organizations in working towards a unique numbering system nationwide (such as a unified social security smart card) so as to avoid multi-registration and improve integrity.
