The institution is aware of the strategic importance of the enabling environment required to support the extension of social security coverage to difficult-to-cover groups. It identifies the elements that it could leverage and the gaps/weaknesses in coverage that should be mitigated.

  • The management should conduct research, consultation and engagement to understand the different groups without coverage, notably identifying their socio-economic characteristics and needs as well as the barriers and challenges to extending their coverage.
  • The management should conduct an in-depth investigation of the legal and administrative barriers that hinder effective coverage extension, and propose a range of options to reduce or eliminate these.
  • The institution should map existing provisions to identify gaps in terms of coverage and benefits, as well as implementation issues faced by different social security institutions addressing difficult-to-cover groups.
  • The institution should assess the extent to which the existing enabling environment supports the extension of coverage. Where gaps exist, the institution should provide the evidence-based advice to promote, where appropriate, practical mitigating measures to the appropriate authorities and stakeholders. This advice should be anchored on relevant administrative data and actuarial analysis based on a range of scenarios so as to facilitate the development of policy options.
  • The management should, as much as possible, involve workers’ and employers’ organizations as well as other representatives of potential members in the consultation and feasibility studies.
  • The management should assess the extent to which it can leverage other governmental efforts in support of the formalization of workers so as to coordinate activities in a mutually reinforcing manner.

  • The enabling environment includes the legal and institutional framework that facilitates workers’ transition from the informal to the formal economy, such as:
    • The enactment of framework legislation regarding: social security legislation, labour legislation and other legislation and regulations on social protection, labour contracts, employment protection, minimum wages, protection against workplace abuse and exploitation, and the degree to which these legislative and regulatory requirements are implemented;
    • A system of universal civil registration and vital statistics, and efficient business registration services;
    • Established financial and telecommunication infrastructure enabling banking and mobile financial services for social security contributors and beneficiaries.
